Many countries do the simple 2x2 format for passport pictures, but not USA. They always try to be different! Therefore Americans have to try a little harder to find a place to properly size passport pictures.
I prefer taking pictures at home and using epassportphoto.com. They guarantee the proper proportions.
For babies and passports, that is a can of worms! How do I get my baby to look at the camera? Not cry? Be awake? etc. These are all common questions. In my opinion, again easiest solution, do it at home. Wrap the baby up in a white blanket or sheet, lay it on another blanket or sheet. Snap! (well keep going until you hit the perfect one!)
